Airbnb room rental not bylaw violation

Christchurch tenant Barbara Duff rented a central city property with two bedrooms and then rented out the smaller bedroom as short-term rental accommodation.
Under the tenancy agreement, the tenancy was restricted to one person but visitors were permitted for not more than 30 days at a time.
