What's in the L and V of LVR?

What makes up the L and the V part of the LVR calculations for the Reserve Bank's speed bumps? Well according to a new consulation paper the L will include credit card debt and personal loans. See more here.
Also today Kiwibank has introduced a new special three-year fixed rate for loans that have a deposit of at least 20% pitched at 5.99%. For higher LVRs this rate is 6.40%.
