David Collings says the regulations, which are part of the new Building Act and relate to public buildings, don't make sense.A section of the act makes it an offence to allow people to use parts of a building intended for public use if it is affected by building work.
That affects buildings where consent has been granted but a code compliance certificate has not yet been issued.
It also includes buildings where building work has been carried out without the necessary consent.
There is a fine of up to $200,000 for breaching the rule, with further fines of up to $20,000 for each day the offence continues.
The regulations came into effect last week.
It is likely to affect buildings like airports, schools, hospitals, apartment blocks, shopping malls and marae.
