Developer Robert Brown said the complex was "moving on very rapidly" and the lodging of an application for building consent this week was a significant step forward.Stage one included 39 lake houses, the clubhouse, or lodge, tennis courts and planting, Mr Brown said.
"All the infrastructural bits will be done. So there's a bit of pressure between now and then."
A major addition to the complex is a "luxury beauty spa", along the lines of world-renowned London spa, The Sanctuary.
