The owners bought properties in stage 4b of the six-stage subdivision, and it is understood titles were due to be issued by September. Three months later, they are still waiting. The delays follow a dispute over the development of a stormwater system that has prompted Environment Canterbury (ECan) to threaten legal action against the Christchurch City Council and developer Aidanfield Holdings amid allegations of environmental abuse.
Builders spoken to by The Press yesterday said the delays had left them thousands of dollars out of pocket as they waited to start work.
One builder contracted to work on stage 4b said his company was due to start work this week, but had been unable to.
"This is going to affect our business," said the builder, who did not want to be named.
