The group, Regional Solutions, has been consulting retailers and other groups about plans to build a 45,000-square-metre complex northwest of Links Rd, alongside the Hastings-Napier expressway, between 2008 and 2012.Backers of the project say a big regional retail complex is the best way to attract big retailers to Hawke's Bay.
