Fears that council breaching own rules
Some residents fear North Shore City Council is pushing ahead with plans for the new Birkenhead Library and Civic Centre by breaching its own rules.

Trees have already been removed from the site, and the building, surrounded by a wire fence, is an empty shell now windows and the roof have been removed.The building is likely to be demolished within weeks.
But some residents who spoke at the resource consent hearing last week are wondering why demolition is going ahead when resource consent for the project hasn't been approved.
Independent planning consultants John Childs, Harry Bhana and Greg Hill heard final submissions on Friday.
